Senior health officials from World Health Organization (WHO) Member States travel to Geneva every year to attend the World Health Assembly (WHA).
WHO’s work is reviewed, new goals are defined, and new tasks are allocated at WHA.
The WHA’s key responsibilities include determining WHO policies, appointing the Director-General, supervising financial policies, and reviewing and approving proposed program budgets.
There are two types of meetings held at WHA, each with a particular purpose:
Committees convene to discuss technical and health issues (Committee A), as well as financial and managerial issues (Committee B), and to approve resolution texts before they are presented to the plenary meeting.
Plenary is a gathering of all WHA representatives.
The World Health Assembly meets in plenary many times to hear reports and vote on recommendations sent by the committees.
At the plenary, the Director-General and Member States also speak to the delegates.
Furthermore, technical briefings on specific public health topics are organized independently to present current discoveries in the field, give a place for debate, and allow for information sharing.
Prior to the Assembly, an agenda containing a list of discussion topics will be provided.
The program is not timed, and while the Chair usually goes through the issues in order, amendments to the agenda may be made if the Chair so chooses.
Each topic will be discussed for as long as it takes to get through it, so timing during the proceedings will be highly approximate.
Other stakeholders, such as non-state entities having official links with WHO, are authorized to observe the WHA proceedings and participate in technical briefings and official side activities, in addition to Member States.
